Jill P. Carter, Esq.FounderJill P. Carter, a Baltimore native, is a renowned civil rights attorney and Maryland State Senator who has dedicated her career to advocating for justice and equity. As the daughter of the late civil rights activist Walter P. Carter, her path has been shaped by a legacy of activism and community service. She attended Western High School, earned a Bachelor of Arts degree in English from Loyola University Maryland, and later obtained her Juris Doctor from the University of Baltimore School of Law.

The Community Leadership & Empowerment Program (CLEP) is a free, nonpartisan civic education and leadership development experience designed to equip everyday Marylanders with the tools to lead change in their communities. Grounded in the rich history of civic activism in Baltimore, CLEP offers a 10-week curriculum that explores how local and state government works, how policy is shaped, and how values-based leadership can drive lasting impact. Participants will engage with real-world issues, sharpen their advocacy skills, and build connections with peers and mentors committed to public service and community power.
